Loans guarantees from the USDA will enable lenders to offer 30-year fixed rate construction loans that will finance 100 percent of the cost of building a new home-including lot, construction costs, closing cost and interest payments, while the house is being built. To assist in home buyer’s education, Martin Community College in-conjunction with Elizabeth City State University will hold an 8 hour seminar for, which consists of four weeks.
